Garbage Collection

The Borough of Charleroi contracts annually for residential and commercial refuse collection. Currently Big’s Sanitation is the company under contract. Payments are the responsibility of the property owner.

Fees will be collected by the Borough in the Secretary’s Office

When you move into a property just put out and it will be billed to the owner.

Rubbish and Garbage may be placed out for pick up after 5pm on Wednesdays.

Leak proof containers provided with close-fitting covers must be used for the storage of rubbish and garbage.

Construction dumpsters can be obtained from a waste hauler licensed in the borough. If you would like to place your dumpster on the street you must first contact the police department to verify if the location is acceptable for emergency services. Any dumpster on the street must have a permit. Permits are available at the Code Enforcement office. The cost is $10/day.

The garbage fees are currently $165/year for residential units. Penalty and interest will apply to any delinquent amounts. There is a 5% senior citizen discount.

PER CAPITA TAX:
Every resident over 18 years of age. $5.00 annually to Borough collected by PA Municipal Service. (school district also assesses $10 annually)

LOCAL SERVICES TAX:
(Emergency Services tax)-Every person who works in Borough AND EARNS MORE THAN $12,000 ANNUALLY pays $52.00. 2011 & prior-collected by PA Municipal Service…….2012-collected by KEYSTONE COLLECTIONS.

MERCANTILE TAX
is for businesses selling products and payable to PA Municipal Service at a rate of 1% (.5 to Borough-.5 to School Dist.) of wholesale net profits.1.5% of retail net profits (.75 to Borough-.75 to School Dist.)

BUSINESS PRIVILEGE TAX
is for businesses selling services (i.e. financial institutions, contractors, communications, etc.) at a rate of 0.75% of gross and annual receipts. Collected by PA Municipal Service.

Lien Letter Requests

  • $75.00 fee payable to; Borough of Charleroi
  • Self Addressed stamped envelope
  • Address of property & parcel number
  • Name of seller & proposed buyer (buyer name optional)
  • THIS WILL COVER MUNICIPAL MAINTENANCE, STORM WATER AND REFUSE COLLECTION AMOUNTS DUE
  • AN OCCUPANCY PERMIT WILL BE REQUIRED BEFORE THE PROPERTY IS OCCUPIED NOT NECESSARILY BY CLOSING($75)

Storm Water Assessment

The Borough of Charleroi separated the run-off water from the sanitary sewer system as mandated by federal statute. The cost of the project was paid by grants and loans. In order to pay back the loan an assessment has been placed on every property in the Borough. The assessment is the responsibility of the property owner.

*This debt was absorbed by The Authority of the Borough of Charleroi. The Borough no longer charges a fee for Storm Water.

Rental License

Owners who chose to lease their residential units must acquire a rental license from the code enforcement office. Annual inspections of the property are also required. The fee for the license is $55/UNIT.

Tenants are required to register with the Borough within 10 days of any move into a rental unit. Residential Rental Ordinance Agreement

Sign Tax & Amusement Device

A license is necessary for any amusement device you have in your establishment. Some of the fees are listed below.

You will be billed annually for this license.

Fees are charged for your business signs on your building and ones located within the Borough. $20 for the first sign and $10 for each additional sign. Signs must be done in a professional manner and be approved by the Code Officer. No signs are to be placed on utility poles within the Borough of Charleroi. Property Maintenance

The Borough of Charleroi requires the owners to be responsible for the maintenance of their properties.

Sidewalks are to be kept clear of rubbish and snow must be removed within a reasonable amount of time.

Grass and weeds must be maintained less than 10 inches.

All interior and exterior property and premises shall be maintained in a clean, safe and sanitary condition.

Charleroi Borough is located along the Monongahela River in the County of Washington. Located 25 miles south of Pittsburgh.

Charleroi, PA was born as an industrial town that revolved around the manufacturing of glass. The town was inhabited in 1890 and incorporated in 1891. During this time glass was in a high demand in the country, and Charleroi thrived off this need. Only a year after The Charleroi Land Company applied for their charter of incorporation, the first glass plant in Charleroi was built. The Charleroi Plate Glass Company’s plant at the time was one of the largest glass plants in the country. In the following years, Charleroi became a key segment in the Industrial Revolution of the United States. The town fueled the Industrial Era with it’s glass productions.

Just like many other counties bordering the Monongahela River the town’s community was a melting pot of nationalities. The diverse community came from as far away as across the Atlantic Ocean to meet the demand for work during the Industrial Revolution. Among the immigrants, many were Belgians, with them they brought along their glass making skills. Therefore, it’s no surprise that Charleroi, Pennsylvania was named after Charleroi, Belgium, which at the time was the glass manufacturing capitol of the world.

With this growing population came a need for a retail segment in Charleroi. What started off as just a means to accommodate the workers and their families, thrived into a massive commercial district that turned Charleroi into the Mid-Mon Valley area shopping center. Today the Charleroi Community continues to be a hybrid of Industrial, Residential, and Commercial center in the Washington County.

The Borough Secretary is responsible for many duties on a day-to-day basis. They include phones, email and other correspondence from various parties, completing and filing of required forms, payroll processing, record keeping and other general office duties. The Borough Secretary also handles the records for all Council meetings. The Secretary’s office is on the second floor of the Borough Building and is open Monday through Friday from 8:00 a.m. to 4:00 p.m.
